The Ratepayer Protection Act would require state regulators to formally consider a new federal standard requiring utilities to charge data centers “the full, incremental cost of any generation, transmission, or distribution upgrade necessary” to serve them.
It sailed through the House 417 to 3 before crashing in the Senate yesterday, where it had support from 57 senators, three short of the required 60 to break a Democratic filibuster.
These Democrats are apparently worried that this clear legislation would defuse the political power of their anti-data center demagoguery on the campaign trail, so they cynically blocked this bill.
