A Bipartisan Plan to Build Data Centers

Working with former Obama economic advisor Robert Wolf, UP co-founder Steve Moore has developed a five-point plan to build the data centers America needs that is pro-local control, pro-worker, and supports continued U.S. global tech superiority.

Data centers are engines of economic growth and competitiveness that will power a brighter future for all of us in the right framework.

The five points are:

1. Ratepayer Protection
Require developers to pay their fair share of the new power generation, transmission,  and distribution infrastructure their projects will need while protecting homeowners from higher rates.

2. Energy Security and Grid Reliability
Require developers to disclose projected electricity demand, assess impacts on grid reliability, and present credible plans to meet their energy needs.

3. Water and Environmental Stewardship
Require assessments of water availability, cooling requirements, emissions, noise, and cumulative environmental impacts before projects are approved.

4. Transparency and Community Engagement
Require early public notice, accessible impact assessments, meaningful community consultation, and clear disclosure of projected jobs, tax revenues, public incentives, and resource consumption.

5. Local Flexibility and Accountability
Establish a consistent federal framework that states and localities can adapt to their circumstances. Preserve local authority over siting and land use while promoting predictable permitting standards, enforceable developer commitments, and periodic  reviews to ensure that projects deliver on their promises.

It’s simple. Adopt this plan, build data centers where they are wanted, and ensure trillions of dollars of new tech investment happens in America – not China.
