Well this is sure about time:

Refineries take the oil drilled from the ground and make it usable for fuel. This is a game changer because the facility will be designed for light sweet shale oil, which America now produces abundantly, but mostly is exported because existing refineries were designed for heavier feedstocks from Venezuela, Mexico, and Canada.
The new refinery will be in Texas (of course), while California’s Gavin Newsom is shutting down refineries.
