California used to be a top oil-producing state, but as Ronald Stein of the Heartland Institute notes, it is now “the only state in contiguous America that imports most of its crude oil feedstock to in-state refineries from foreign countries.”
Imports have risen from just 5 percent of California’s refinery feedstocks in 1992 to more than 75 percent today.
