Vermont Governor Phil Scott is the only Republican governor in the country who has not opted into the federal school choice tax credit scholarship program under the One Big Beautiful Bill. Now, Scott is the first governor of either party to attempt to steal the money and hand it over to the teachers unions and their allies by signing a bill to join the scholarship program, but prohibiting the funds from being used for private school tuition.
Last week Scott signed House Bill 933 that severely restricts the use of scholarships to only allow for tutoring and after school programs. The law restricts religious schools as an option. Scholarship granting organizations would have to enter into contracts with school districts as a condition to participate. That empowers education bureaucrats not parents.
Treasury Secretary Scott Bessent should disqualify these absurd Vermont restrictions before they become the model for other blue states to take the money without kids actually getting school choice.
