It looks like Kentucky will be the second state with a Democratic governor to opt into the federal tax credit scholarship program created by the Big Beautiful Tax Bill.
That program will allow all taxpayers to donate $1700 per year to a private scholarship granting organization starting in 2027, and receive a dollar-for-dollar credit on their federal taxes. But while all taxpayers can get the tax credit, the scholarships can only be awarded to students in states where the governor opts in.
It’s free money to the state, but Democratic Governor Andy Beshear appears ready to veto the bill, because like almost all Democrats, when it comes to the schools, the teacher unions come first, and the kids last.
Fortunately, both legislative chambers in Kentucky are heavily controlled by the Republicans. If Beshear vetoes the opt-in, the legislature will override him, making it law anyway.
