We’ve said that Gov. Kim Reynolds of Iowa is a superstar and she is proving it again with her ambitious school choice plan – which passed the Iowa House last night. The bill would provide up to 10,000 kids with a scholarship equal to 70 percent of the state’s per pupil spending to attend the school of their choice. Any family that makes less than 400 percent of federal poverty level or any student with an IEP (regardless of income) would be eligible.
